The two dissenting voters on the proposal were Council members Robert Scattini and Ray Friend. They noted their opposition because the contract with Renz calls for the loan to be forgiven completely if the owner keeps the property for at least 10 years. If he transfers it, he owes the $30,000 at an interest rate of 7 percent.
Council members Doug Emerson and Pauline Valdivia favor the measure, while Councilman Victor Gomez was absent at the prior meeting because his wife recently had a baby daughter. Gomez returned to last week’s meeting, and the council approved the allocation.
