The elections office still must count about 2,700 vote-by-mail ballots and another 450 to 500 provisional ballots, said Joe Paul Gonzalez, the county’s head elections official.
Gonzalez expects to have the provisional ballots counted by the end of the week, while he expects the remaining absentee ballots might take until Monday, he said.
Newcomer Montanez had 36.5 percent, or 282 votes, to Scattini’s 34.7 percent, or 268 votes. Scattini, the county marshal, held the same seat from 2002 to 2006.
The two are trying to succeed Councilwoman Eugenia Sanchez, who decided against running for a second term in the district that represents the west side. In third place is Estevan Guzman, who had 28.1 percent, or 217 votes, according to the results.
Over in District 3, representing the south-central side, Councilwoman Pauline Valdivia is headed toward a fourth term while she gained 67.4 percent, or 749 votes. Scott McPhail had received 32.1 percent, or 357 votes, according to the most recent results.
McPhail is known for being director of the medical marijuana dispensary that has battled city officials in court.
