The city’s new wastewater treatment plant isn’t scheduled to be completed until December 2008. But City Manager Clint Quilter said that if all goes well, Hollister could be issuing building permits much sooner.
Quilter said the current moratorium prevents the city from issuing any building permits. However, he’s hoping progress on the treatment plant will convince the Central Coast Regional Water Quality Control Board to approve the issuance of building permits. If his request is successful, the city would restrict only sewer connections, not building permits, until the plant is completed.
“We’re going to try to approach them once we have all the contracts,” Quilter said.
City staffers plan to award the contract for the spray fields – the third and final phase of construction – in October. Quilter said that since the water board meets only every few months, the city probably won’t present its request until early 2008.
