San Benito County and Hollister officials are in the process of updating a tax-sharing agreement between the two jurisdictions that addresses revenue and costs for property annexations into the city.

Officials from both entities are scheduled to meet at 4:15 p.m. Thursday in an intergovernmental meeting over the topic. That panel includes supervisors Margie Barrios and Pat Loe, and council members Doug Emerson and Pauline Valdivia. Also there will be City Manager Clint Quilter and County Administrative Officer Susan Thompson as staff representatives.

That discussion will surround the 10-year tax-sharing agreement that expired in January, Thompson said. Officials are set to hear a recently conducted financial analysis with updated information on costs and revenue. It is regarding the one-time payments made from the city to the county for each annexation, based on a calculated shortfall to the county.

“It has to do with the taxes between the two entities when one property moves from one jurisdiction to the other,” Thompson said, adding how officials calculate the costs of services and the actual tax revenue each would get.

Consultants are ready to share the updated data at the meeting. From there, the matter would go to the county board and city council.

Because there is no agreement in place right now, Thompson noted how properties at this point could not be annexed from one jurisdiction to the other. She did not believe there were any pending proposals, though.

The tax-sharing agreement is a requirement under rules of the Local Agency Formation Commission, or LAFCO.
