Senator Jeff Denham, R-Merced, has co-authored legislation that
would require auto-body repair businesses to provide customers with
a signed statement certifying that repairs and parts identified on
the written estimate were actually repaired or installed on their
vehicle, according to a press release.

The bill would require that customers, when picking up their vehicles, be provided with a certification signed by an authorized representative of the auto-body shop stating that the parts specified on the written estimate were indeed installed on the vehicle, according to the release.
The current law requires auto-body shops to itemize in a written estimate for the customer which parts need to be fixed on the vehicle. The law is silent as to whether the specified parts actually have been installed on the vehicle.
A study done by the California Bureau of Automotive Repair in 2003 showed that 42 percent of vehicles inspected had parts or labor listed on the invoice that were not actually supplied or performed, the release stated.
The consumer protection is a measure by Assembly Member Wilmer Amina Carter, D-Rialto.
