The San Juan Bautista City Council in closed session Wednesday is scheduled to consider the performance and possible “dismissal” of City Manager Steve Julian, according to the special meeting agenda.

Julian has been a contracted employee for the Mission City since June 2007, when the city council hired him as an interim manager. He spent almost two years with the interim tag before the council last spring declared him as the permanent city manager.

Julian apparently has been working the entire time as a contracted employee. In required reports filed to the state last year, San Juan excluded Julian’s position and compensation information from a short list of employees. Upon request, Julian provided that list to the Free Lance last week.

Regarding Wednesday’s performance evaluation, Mayor Andy Moore declined to comment on expectations of whether Julian could be let go. That special meeting is set for 5:30 p.m. at San Juan Bautista City Hall.

“I’m not going comment on that,” Moore said.

The city attorney, George Thatcher, also declined to comment on reasons for the agenda item.

“No, I was asked to put it on the agenda,” he said, declining further comment.

Julian before joining San Juan Bautista in June 2008 had been fired from his most recent job as city manager of Coalinga. He had retired in 1996 but went back to work as city manager of three more cities – also including Dana Point and Mammoth Lakes – before taking the role for the Mission City. He has commuted to San Juan from his ranch in Coalinga.
