I am a former foster child who, at 21, struggles to be independent. I feel it should be a requirement for foster agencies to not only teach independent living skills but to actually have them become independent as soon as they can legally receive a work permit. Foster youth should have a plan prepared including their finances, place of residence and transportation for employment or education so that when the time comes for them to live on their own they will be less likely to be dependent and more likely to be independent.
