“Hollister’s past management practices have finally caught up with us and the unfortunate victims are city employees. As hard as these drastic measures are to swallow…I understand they are necessary to try and get the city back on its fiscal feet – but only if done wisely.
The city claims they need to cut costs…and costs can be measured in the form of employee productivity. City leaders need to take this opportunity to ‘clean house’ by rating and ranking ALL employees. We should keep the BEST employees…not necessarily those employed the longest. Seniority should NOT automatically protect an employee. Employees in each department should be graded on qualities such as productivity, quality of work, versatility, teamwork, safety, attendance and disciplinary records. Employees who rank the lowest in each affected department should be the ones laid off.
It’s going to be bad enough that city services to the public are reduced due to this downsizing…but we will only be compounding the problem by cutting the best qualified employees and keeping those employees who may have become complacent over time thinking they are protected and ‘untouchable’ due to their seniority.
This method of staff reduction is the ONLY way the city will get the full cost benefit from these layoffs.”
