City worker Joseph Arballo turns off the water at Central Avenue and Madera Court on Friday morning after another water main broke.

The county’s jobless rate declined in September to 6.5 percent, according to the California Employment Development Department.
The unemployment rate was down from 6.9 percent the prior month and a 7.9 percent clip in July, according to the EDD. The September figure compares favorably with data from a year ago at this time when the rate was fluctuating above 8 percent.
The county had an estimate of 1,700 people receiving jobless benefits in a workforce of 26,300 in September, according to the EDD.
