The elected city clerk reads the roll and the verification of the agenda posting at the beginning of city council meetings. A deputy city clerk has performed all the other duties of the job since at least 1985. Since Frank Felice, the elected city clerk, announced his retirement, the city has pushed to make the change.
The elected city clerk is a vestigial remnant of a bygone era. We recommend voting for the change. However, since voters will lose control of the position, we recommend the Hollister City Council hire future city clerks by a four-fifths vote rather than a simple majority.
