Jim Gibson was looking to build a gas station in the parking lot of the Windmill Market in San Juan Bautista, but had his plans rejected in 2010.

The San Juan Bautista Planning Commission will consider a recommendation Tuesday to repeal the franchise ban that has kept chain businesses from coming to the Mission City.
The meeting will be held at 6 p.m. Tuesday at San Juan Bautista City Hall, 311 Second St.
In December 2002, the city implemented a franchise ban against formula businesses and since then has renewed the ordinance three times. Officials there at the time implemented the ban in order to preserve the historic character of the town, while San Juan has faced financial problems in recent years, largely due to the economy.
National chains such as Subway have expressed interest in opening a franchise at San Juan’s Windmill Market shopping center but have been denied because of the ban.
The city will also consider an approval of a site and design review for a new Arco gas station proposed for the corner of Highway 156 and The Alameda.
