In record time, the San Juan Bautista City Council passed the consent agenda last week then moved along onto other business.

However, instead of the usual procedure where the public randomly approached the podium during the public comment period, Mayor Priscilla Hill directed the public to fill out speaker cards and limited their comments to three minutes, which helped to keep the meeting shortened.

In 95 minutes, the Council conducted all the city’s business before entering closed session, which ran after 11 p.m.

During open session, the Council held a public hearing for the formation of the Valle Vista Maintenance Assessment District along with two presentations, including one by the Suicide Prevention Service of the Central Coast requesting that the Council reconsidered their March decision.

Last March, in a 3-2 vote, the Council turned down the agency’s request for funding of $500 for their life-saving services. Councilmembers Chuck Geiger, Arturo Medina and Dan Reed stated that the money would be better spent towards the city’s infrastructure.

The Council directed staff to place the item back on the agenda for discussion during the Council’s budget meeting next month.

SJB Council approved the renewal of the Greenwaste Recovery contract along with the preliminary 2003-04 budget and endorsement of the financial management policy for the Water Resource Association. The Council also approved the introduction of an ordinance adopting amendments to the California Fire Code.

Because the city is not certain how the state budget will effect them financially, the Council voted to continue its budget appropriation period from July 1 through Aug. 19.
