Two of the five candidates running for those seats actually filed a Form 470 – allowable if office seekers raise and spend less than $1,000. The traditional form for campaign finance disclosures is the Form 460. A third candidate filed a Form 460, but it indicated he raised no funds and spent none during the filing period, which spanned July 1 through Sept. 30.

In the race for District 2 city council, which represents much of the west side, three candidates are vying to replace Councilwoman Eugenia Sanchez, who declined to seek a second term.

Of the three, just Estevan Guzman reported any campaign activity. Guzman reported raising $495, including a $200 loan from himself. He had $4.96 left as an ending cash balance, while his main expenditure was $195 on yard signs.

Former District 2 Councilman Robert Scattini, defeated by Sanchez in 2006 after one term in office, submitted the Form 470. A second challenger, Sergio Montanez, is the candidate who reported no fundraising or spending during the period.

Over in District 3, Councilwoman Pauline Valdivia is attempting to protect her seat while seeking a fourth term in office. Valdivia reported $149 in money contributions and a $2,800 loan from herself to the campaign. She paid out $1,089 and had an ending balance of $1,860. None of her contributions exceeded the $99 limit for reporting donors.

Challenging Valdivia in District 3 is Scott McPhail, owner of the Purple Cross Rx marijuana dispensary. He submitted a Form 470.

The next filing deadline is Oct. 21, for activity through Oct. 16.
