The development between Meridean Street and Hillcrest Road is

separate buildings and another 140,000 square feet.
A ceremonial groundbreaking scheduled for 4:30 p.m. today at the Legacy Village development has been put off for now, said Frank Guerra, who’s partnering on the project with his two brothers, Al and Gary Guerra.
The development between Meridean Street and Hillcrest Road is set to feature the Lowe’s, which will include about 140,000 square feet. The remaining part of the development would include 13 separate buildings and another 140,000 square feet.
The Guerras own all the property other than the Lowe’s center, which the company already has purchased.
Frank Guerra said the delay was due to “retail people backing off.”
Guerra said it’s likely the physical groundbreaking for the Lowe’s part of the project might not take place until after the city’s building moratorium gets lifted, scheduled for December.
Either way, crews would not have broken ground on the balance of the center until after the moratorium is lifted, he said.
The Lowe’s construction is Phase 1 of the entire project, while there are five more phases after that.
Developers hope the project can capitalize on the traffic expected in that area once the Highway 25 bypass is built.
