Construction has been under way since December on phase one, the plant itself. Phase two will consist of seasonal storage ponds that will store treated wastewater during the rainy season. Once the rainy season passes, the water will be disposed of through spray fields at an undetermined location.
According to City Manager Clint Quilter, the estimated cost of the storage ponds is $18 million. The city hopes to finish the ponds in fall 2008, at the same time the plant goes on line, Quilter said.
Hollister needs to complete the treatment plant in order to end the state-imposed moratorium on new sewer hook-ups that has halted local development since 2002.
Quilter has said he intends to ask the Central Coast Regional Water Quality Control Board to allow the city to resume issuing building permits early in 2008.
The City Council meeting begins at 6:30pm Monday in Hollister City Hall at 375 Fifth St.
