The Council initially approved seeking a contractor for the project in March. The documents Hollister sent to interested contractors describing project plans, however, contained vagueness and resulted in the city receiving widely varying offers. That gave officials grounds to repeat the process more than a month ago.

This time, Hollister approved Graniterock to oversee the Pavement Management Program (PMP) because the company offered the lowest bid, according to Public Works Director Clint Quilter.

The planned work includes crack sealing, milling and plugging, overlays and road reconstruction – along with some curb and gutter replacement. The city, according to Quilter, has received many residents’ complaints about such problems in recent years.

City Engineer David Rubcic has said construction will produce some driving delays, and the sight of crews working will be noticeable.

“Roads, they get to a certain point, and you want to catch them before they fall off the edge,” Quilter said.

The city initially planned to repair 59 streets. That number, however, has been pared to 45. Work is scheduled to begin within the next 20 days and should last about 100 days, according to officials.

The project was initially slated to receive funding from the General Fund and Redevelopment Agency Fund. The city, however, is currently checking budget proposals for 2003-2004 fiscal year.

So the Council on Monday approved funding only from the Redevelopment Agency Fund.

Until the Council makes a final decision on the General Fund budget, which may come July 21, the city can begin work only on streets within the RDA project area.

The PMP is a five-year program to continually identify streets needing repair. The city said it will follow a “cost effective” strategy for giving priority to specific streets, according to Quilter.

“You have to deal with some of the really bad ones just because people want you to, but those aren’t necessarily the most cost-effective ones,” Quilter said.

Highway roadways, including San Benito Street portions of Highway 25, are not included because Caltrans is responsible for those, according to officials.

The city’s goal is to eventually address every Hollister street, with a new analysis each year and a new priority list. Harris and Associates performed an initial analysis of Hollister roadways in February 2002 and selected the streets on the current roster.
