A consultant Monday was set to present a report recommending the city cut sewer rates by nearly $40 for single-family homes on bi-monthly bills and then raise them gradually through the 2011-12 fiscal year.

The Hollister City Council was scheduled to hear that final report from San Francisco-based Stone and Youngberg – hired to weigh options in light of the wastewater treatment plant coming in $20 million under budget – at its Monday meeting.

Aside from single-family residences – rates for which are proposed to drop from $180.29 every two months to $142.68 – other types of units such as multi-family residences, mobile homes, commercial and industrial buildings and schools also would see decreases under the plan, according to the council staff report.

Next year, rates would increase again as they already have been, but from the lower starting point.

For single-family homes, it would increase to $156.95 in 2009-2010, then $172.64 the next year and $186.45 in the plan’s final year.

Under the current outlook, the charges soon were set to increase to $248.80.
