The council had been considering an increase to the city’s fuel tax from 5 cents to 12 cents. It would make it the second highest rate in the region after Livermore and its rate of 14 cents, according to a city analysis.
Council members Victor Gomez and Robert Scattini voted against the increase, while Doug Emerson and Pauline Valdivia supported it. Councilman Ray Friend was absent.
In a separate vote, council members approved the pursuit of a consultant to oversee capital projects funded by the Federal Aviation Administration.
