Why Can’t County Voters Have Say on Measure T?

I have been reading the pros and cons of Measure T. No one has asked the question – “Why are residents of San Benito County outside of the City of Hollister not allowed to vote”?

Should the people in the county refrain from buying any taxable goods in this county and go other places to buy those items? I prefer to buy locally but now I have to consider all alternatives.
