According to a staff report, the city has hired consultants Raney and Associates to help development a Growth Management Rating Scale, which Hollister will use to prioritize development once the building moratorium is lifted. City leaders have said local growth, halted since the building moratorium began in 2002, will resume at the end of 2008 when the new wastewater treatment plant is complete.

Even when the moratorium ends, the voter initiative Measure U will cap housing development to 244 units per year, and Hollister will likely need a priority system to determine which developers receive allocations, and which developers must wait before building.

The city has already held a public workshop and a planning commission meeting to discuss the rating system, according to the staff report.

The council meeting will begin at 6 p.m. at City hall, 375 Fifth St.
