Navy Expeditionary Combat Command (NECC) named its Sea, Shore and Reserve Sailors of the Year (SOY) during a luncheon Feb. 10.

Amongst the nominees, Petty Officer 1st Class Norma A. Porter, from Hollister, Calif. was named Navy Expeditionary Combat Command (NECC) Pacific Sea Senior Sailor of the Year.
The Sailor of the Year Program recognizes superior performance of enlisted personnel emphasizing outstanding achievements, exemplary personal conduct and military bearing, and demonstrated initiative in the performance of duty. This program also motivates personnel to strive for improvement in their assigned duties and leadership.
“It was an amazing opportunity,” said Porter. “It’s a great feeling to know that my peers are forward thinkers, optimists and have great ideas.” Porter added how the Sailor of the Year announcement was better than the Super Bowl. “I invited my command’s Junior Sailor of the Year and the most junior Sailor from my division to the ceremony. I want them to see they can be here too.”
Rear Adm. Frank Morneau, NECC Commander, addressed the Sailors during the luncheon and congratulated them on their successes in reaching this point in the competition.
“When you become the number one Sailor in a Command, let alone one of our Groups, that’s an enormous compliment to your hard work, dedication to the mission, and commitment to your fellow Sailors. As military professionals it is up to us to do everything in our power to enable success,” said Morneau, who added that his two favorite times of the year are Chief’s pinning and recognizing the best Sailors in our Force during Sailor of the Year competitions.
Morneau praised the Sailors for their character and drive to be the very best they can be.
“We have been talking about the ‘Fighting Power’ of our Units, which characterizes all Sailors in a command continually striving to achieve excellence. All of you have demonstrated you are committed to being the best Sailor you can be,” said Morneau. “Be proud of yourselves, your shipmates, and your profession.”
Force Master Chief Lance Kitchens added that it was an honor to stand shoulder-to-shoulder with these great Americans who represent the expeditionary forces.
“They represent our force to the utmost of what is expected of them and they produce every day,” said Kitchens. “They typify exceptional leadership, personal appearance, devotion to duty.”
Porter, a 1997 San Benito High School graduate, is the first member of her family to enlist in the U. S. Navy. She attended Recruit Training Command Great Lakes, Illinois on June of 2000.
After graduating from boot camp, Petty Officer Porter attended Aviation Storekeeper “A” school in Meridian, Mississippi from August 2000 thru October 2000, and her first duty station was on board the USS Harry S Truman (CVN-75) from November 2000 thru November 2004. She was advanced to Aviation Storekeeper Third Class and then advanced to Storekeeper Second Class.
Her next duty station was in Naval Air Facility Mildenhall in the United Kingdom, she assisted with the decommissioning of the command and transferred to HELSEACOMBATRON TWO (HSC-2) in October of 2005. She was assigned as the expeditor to order and track all high priority parts for the H-60 aircraft.
Petty Officer Porter then transferred to USS Wasp (LHD-1) and advanced to Logistics Specialist First Class and volunteered for an Individual Augmented billet to Afghanistan. There she supported postal operations in Forward Operating Base (FOB) Airborne.
Upon completing this assignment, she was reassigned to Commander, Navy Expeditionary Logistics Support Group (COMNAVELSG) in Williamsburg, Virginia on April 15, 2013 where she is currently assigned as the Stores Division Leading Petty Officer (LPO).
LS1 Porter personal awards include Joint Service Commendation Medal, Navy and Marine Corps Achievement Medal (five awards), Battle “E” (two awards), Good Conduct Medal (five awards), Expeditionary Warfare, Surface Warfare and Air Warfare.
