small, charming communities spoke of the need for cluster housing
becoming a part of the zoning code.
Currently, the county does allow cluster housing to some extent.
Further, the Growth Control Initiative allows cluster in Section 12
(5) as well as Policy 7B of the Land Use Element and Policy 17 of
the Open Space and Conservation Element.

Putting such communities or villages in other than our prime agricultural land may make for a future delightful living area. However, our infrastructure, such as roads, fire protection and policing as well as our water supplies, must be able to support such additional housing.
Remember that South County is basically a desert, with an average of 7 inches of rainfall. Even in North County in the past 30 years I have seen our well water level drop to 135 feet (and also rise and run artesian in neighboring wells.)
