If the City Council gives a final go-ahead, it would be the largest renovation project since the building moratorium began in September 2002. Target expects to break ground sometime in April.

There was only one resident who voiced concern during public comment – he was worried about noise from the construction, according to planner Maria De Leon.

But city planners had already changed the project so that work on the building could be done during restricted hours Monday through Friday, De Leon said.

The expansion would add about 17,500 square feet to the store, and it would include a pharmacy, more grocery space and facade improvements at the front of the building.

Hollister’s state-ordered building moratorium would not affect the construction, because the plans don’t include additional sewer hook-ups, according to a staff report.
