CHP: Driver in fatal was from SJB; alcohol or drugs suspected

The California Highway Patrol on Tuesday revealed that the driver in the fatal accident on Duncan Road was a 21-year-old San Juan Bautista man, while investigators suspect involvement of "alcohol and/or drugs," according to a statement from the CHP.
